Shadow business minister Mark Prisk said the Conservatives hope to develop a simpler and clearer tax regime, which will allow firms to plan for the future with confidence.
'For the last 13 years, Labour have constantly meddled with the tax rules for freelancers and self-employed. IR35 has especially proved to over-complex, uncertain and often unfair,' Mr Prisk commented.
The announcement follows a previous pledge by the party to look at ways to simplify the UK's tax system, make business rate relief automatic for small companies and reduce the corporation tax applied to small enterprises.
Commenting on the proposed IR35 review, the Recruitment and Employment Confederation (REC) lent its support, saying the right tax environment is needed if the UK is to successfully emerge from the recession.
Les Berridge, executive member of the REC technology sector group, added that IR35 is a 'poorly-cast piece of legislation' which has been difficult to apply since its introduction.
